• Is the price-performance ratio right?
• etc.

One indicator of whether the agency is good could be its own social media presence. It therefore makes sense to take a look at their Facebook, Instagram, LinkedIn and other profiles to get an idea.

The (perhaps) best social media agencies in Vienna

If you type "social media agency Vienna" into Google, the search engine will show you lots of agencies that offer social media marketing. I did the same thing and I noticed that many of the results displayed include social media marketing in their services, but are hardly active in social media themselves. In my opinion, this is not a good sign, and it also makes the assessment I suggested more difficult.

Does an agency have to be active on all channels?

No. It should be active where it can best reach its target group.
